Also when do I start adding to Quick Cut and First Step?
Is catch fake a good SA for speedsters, and what do I need to trigger it?

Lvl 25 for QC
Agility/Vision to trigger,, sldder to super Agil

hold off on the SA's until ALG's bottom out at least (level 38), but really you're going to want to wait until much later to dig into the SA's. Depending on how many SP' you'll need for SA's you'll find yourself wanting to start SA's at level 64 or later.
