Depends on what kind of power WR you want.
Are you looking for one built to break a lot of tackles but not terribly agile?

Or one built to fake and effectively use spin, that is a bit faster and more agile?

I'd go with the second, and I'd use the speedster archetype.
The one I'm building right now is going like this.
Agi to 68
(4 star enhance, AGI in the multi train)
Spd to 77
Catch to 74
Carry to 68
Vis to mid 50's
Str to 61
Stam to 61
AEQ in Juke, Catch ball %, and Brk Tkl%.
Multi train for almost his entire career to get agi to natural 94 at end game and still have training time to get jumping into the mid 50's, confidence past the softcap, and vis up to the mid 50's with limited SP investment and also get stamina high enough so the investment to get it to the second cap is low, same thing for taking STR up to 61 as well.
All EQ goes into SPD, should have 89 natural speed at end game +55 takes you to 144. Important to have Juke at 10 with AEQ and to take spin up to 8+, while also getting quick cut and FS past 8 with CEQ.
A pure Power Receiver isn't terribly effective at much more than screens once you reach the pro level unless you can still make them fast and agile to run decent routes or effectively use creative route running style.

well decent speed i wouldn't think top of the line but not slow by any standers. then i was going to boost some in to strength. as i would adventually build to tripple train speed strength catching and AGI. i am more trying to get a reliable redzone traget with the ability to fight for the ball with the best CBs.

so i was thinking of capping speed, then capping catching, then strength then agi

If this is what you're trying to build you are going to want high catching and jumping more than anything else.

That's what my boy Sterling is shooting for. He ain't shit now but his last 3 seasons before hitting plateau he could possibly be very scary for all CB's.

So how high is "high", particularly in regard to catching?

87 or higher.
With the soft hands VA it should be higher than 90 or you've done something wrong.
Jumping is fine at 70 or higher.
This kind of WR is called possession, and if you take the Prime Time Player VA along with the Possession Receiver VA you can be absolutely deadly once your O gets within the 10. Having high catching will help you to catch the ball in coverage and helps fight for the ball and catch tipped balls.

i don't exactly want it to be a possession WR, i am still going to try to make it decently fast.

I'm really having trouble understanding what you want out of this WR.

I'm confused also.....why pick a power WR and push speed? Not one of his majors.....and why take a speedster and push strength not one his majors either?

So it sounds like he wants a power WR who can outrun, out jump, and out accelerate the CBs, while making fakes, breaking tackles, and catching every ball thrown his way.
IMO, take speed and strength to 90 and let the other attributes fall where they may.
