We started moving them this past season (moved about 12-15) and will finish this offseason (another 20 or so). We did not manage the builds as well as we should have, plus we learned in Season 21 that it's not good enough to just have good builds in WL, so we had to re-evaluate some of our dots and let them go rather than bring them to Devonport. Fortunately, our agents understood this (or at least if they didn't, they didn't raise hell or anything).
