Need some advice on what to do with them.

1) Hold them until level 'X'. What is level X?
2) Buy AEQ. Which one?
3) Go shopping. How many times should I shop before I give up? What item am I looking for?

2) Why? You don't need to see his build as I'm not asking for build advice. I asking for the general rule for AEQ advice.
3) Smarmy answers need not apply.

So anyone with real, actual help? It would be greatly appreciated.

1. THere's no real set time. If you want to make sure you don't make an early mistake, just hold them and buy AE late in hte build.
2. Well, you might start with one or two deflect % pieces.
3. I personally think shopping is a waste of BTs.

Yes-shopping can be a major waste of BTs, but you can get lucky as well. If you do land a % piece, you can always up grade it as well.

I got lucky as hell on one of my old dots last season, playing in first season of decline. Sold a shitty AEQ piece, and had just enough BT left to gamble a couple times and snatch up an acceptable piece + upgrade it fully.

Of course, the dot still sucked, since I fucking built it, but whatever.

and if you don't get lucky then what? as long as you budget in the tokens spent to shop it's fine.
