This will be my first HB and because they're so damn expensive I want to do it right. How should I train him? Intense train strength until I can cap it and then start quad training? Thinking of quad traininig Strength, Speed, Agility, Carrying but which ones should be the 3 that I pay to unlock to always train them? Also, should I spend BTs on the traininig boosts? If so, how much should I get it up too? Thanks for any advice.

Here's how I approach it - not saying this is the only way though:
1.) I actually value speed #1 in power backs. This complements well with the "surge" SA if you go that direction. But most importantly, it's because you don't need insanely high strength to trigger your power SA's. Go two BrTk pieces with 7/1 capped str and you'll be fine. Modify normal equipment accordingly.
2.) Hoard your creation SP's and all level-up SP's while training intense speed until you can 2/1 cap speed in one single investment.
3.) Yea, once speed is capped, go insane multi-train. Since speed will already be capped, ignore training it and instead quad train str, agi, carrying, and vision in that order of importance. Get lvl 1 enhanced training in all of them (no more imho). Buy multi-train option for all three except str, then set str at the top of the multi-train list.
It really depends what the powerback is doing. If you want him to be more like a fullback, I don't recommend my build. Mine is more of a speed bruiser. If you only care about punching it up the gut for 2-8yd snippets, then adjust strength accordingly. But it seems to me a lot of OC's are valuing more speed in their powerbacks, so you'll diversify your services if you can also be fast.

I'm relatively new to this game, but I've never seen many power-runners/receivers being particularly effective..

I have and I made one that was to some degree. but I favored strength over speed and that kinda got by the time it was time for the mid pro level.

Define effective.
Play in the WL and Pro is good for a PB. Are you gonna bust 50+ yarders? No. But you will get what is needed provided you have a good OC. A PB is a tool, same as an elusive.

Don't forget to work conf in there as well. With out it he'll be fumble prone. My power back has over 77 carry and over 50 conf and he fumbles due to the same play bs. But with a good oc it can be prevented...

"Over 77 carry" isn't anything to write home about. It's average.
And confidence doesn't really have a huge effect on fumbles.

Two most important natural attributes are strength and carrying. Get those as high as you can and make sure you can eventually get at least 120 speed if not quite a bit more.

6 in a season vs. relatively competitive teams isn't really that high. I mean, even dots with 85+ carrying still fumble...So if you're at 81 and (how much strength?), then I'd say you're on track. Cover Up seems to be junk, btw. 1 piece of Not Fumble AEQ does wonders where 10 in Cover Up fails miserably.

87 str. He's got 2 in it +1 from Ceq. Have Bt% and a Pt Aeq. Working on getting another bt% and was thinking of a not fumble%. It's just annoying.

Meh, I wouldn't bother with it. 87/81 at level 50 will grow into a very respectable tally by lvl 72. If NF% AEQ is required for dots with 85 carrying & 90 strength, then p much every speed back should put the ball on the ground every other pitch/screen.
At the least, wait a season or 2 before deciding on that 4th piece.
