It's not overrated. It boosts speed agility for a position that relies on speed and agility.

it is over-rated in the sense that once player tested, the speed/agility bonus it gives is not what we thought it was seasons ago. but the PD bonus it gives is still good to have. if you wind up not being able to fit in into your build i wouldnt try to forcefully cram it in, but it isnt a bad SA at all.
