Drop the number of Silver leagues to 4, increase the number of Copper leagues back to 16, and setup promotions & demotions between Silver & Copper.
Right now, about half of the teams in Silver are either CPU owned, have all CPU players, or are run by owners/coaches who just are not ready for the Silver level of play. My idea is to bump these teams back down to Copper where they belong so only those teams that are at a Silver level of play are actually in Silver, meaning Silver becomes more competitive, but not to the level of Gold. This is what a LOT of people are looking for at the Silver level because they don't like only needing to game plan for less than half of their games.
For this to truly work, you need promotions & demotions between Silver & Copper similar to what is currently between Silver & Gold. The reason for this is because you don't want teams that make it to Silver, but then give up, to remain in Silver. With 4 Silver leagues, you have 8 Divisions, and if you drop 4 teams from each division, you would need to demote 32 total teams, which just happens to be the exact number of divisions if you have 16 Copper leagues. You would need to promote 32 teams from Copper, so just promote the two Copper teams that make it to the Championship game.
As for promotions & demotions for Gold/Silver, just promote both Silver teams that make the championship game, and each division of the 4 Silver leagues will get one demoted Gold team, which makes for a very nice balance.
In the end, what this idea does is not only adds 4 more Pee-Wee leagues total, but it gives Pee-Wee a true 3-tier set of leagues, for a more balanced division of skill levels. I know more Copper leagues means more CPU teams, but who cares at the Copper level, plus it helps newer Pee-Wee owners have some initial success so they don't get discouraged early.
