Hes a level 42 and his effective level is 16. I dont get it? Is it time to retire him? And he hasnt been leveling up since Janurary?

Well I'll at least try to not be an ass.

At day 440 players stop levelling and gaining experience. They enter a 3 season plateua. Once these 3 seasons are up this player begins losing his skills at quite a steep rate this affects their effective level and once you hit decline it's about time to retire, you might be able to squeeze out one or two more seasons, but most careers ends at decline.
