Even looking at his retired players, I wouldn't call this person "experienced" in Pee-Wee dot making. But then again, anyone can follow a build guide, so the question isn't if he is experienced, but if he is willing to follow a build guide.

So you know, I quit for a little while and retired all of my players and sold my peewee team.

His effective levels are not impressive, but that might have been his own doing, or a bad build guide. I don't see how low effective levels have any impact on his ability to follow a build guide?
