My speed WR has higher carry rating than catching is that normal for lower levels

Yeah, since carrying is impacted more by speed than your catching. Though from what I've seen and been told, don't worry about your lolbars too much.

Carrying bar is affected by speed, agility, carrying... and probably some others
Receivgin bar is affected by catching, agility, jumping, vision... and probably some others.
So far speed and agility have the most points out of your attributes, so it makes sense that your carrying bar will be higher.
