Combo back is a loose term. Combo backs can lean elusive or lean power. It also depends, further, how your OC decides to use your back as well as team depth. It also depends on where your dot's weaknesses are in the simulation (ie lots of TFL, trouble getting past the d-line, etc.) So many factors go into this that a simple list doesn't really suffice. But... I'll attempt to answer this anyway. I'm going to omit attribute-related VAs, as these are technically "always" working.
For combo backs whose attributes rank Speed, Strength, Carrying, Agility on a basis of how often it activates, how effective VA is at accomplishing what it says it will, and overall benefit:
1.) Bruiser
2.) SYM
3.) Tenacious (more difficult to assess except on a season to season basis, though this seems to be a popular one with high level power backs)
4.) Clutch (benefits seem to be tangible, though harder to assess)
For combo backs whose attributes are more agility than strength-related, ranking Speed, Agility, Carrying/Strength, I'd say:
1.) Slippery
2.) SYM
3.) Clutch (benefits seem to be there, but they're more difficult to assess)
*Other*
These are great for both types of combo backs:
1.) If your team has a lot of depth and your coordinator is cool with it, Streaky can be an OUTSTANDING VA when maxed out.
2.) RZF (great for both types, but particularly power-prone backs who will get more carries toward the goalline anyway)

IMO:

3.) Tenacious (more difficult to assess except on a season to season basis, though this seems to be a popular one with high level power backs)
4.) Streaky
For combo backs whose attributes are more agility than strength-related, ranking Speed, Agility, Carrying/Strength, I'd say:
1.) Quickfeet
2.) Slippery
3.) SYM
4) Streaky (couple with a BT% piece, a spin piece, and make a juke/PT/fake% piece)

I'm surprised SYM is so high. I get about 1 tfl a game. If i cut that in half with 15 sym i'd be at 8 a season instead of 16. Seems like quick feet gets me more than an extra 8 positive runs per game.
I guess it would be different if my line wasn't as good.
