There is no argument, +5% on your attributes is huge. However, when you get Streaky you want to do it at a reset, i.e. put all 15 points on there at once, not build it up one at a time.
I know people argue "what about a bad streak?" So far I had mostly good streaks and rarely get a bad streak with Streaky full at 15. This is way better than say Pass Rusher that only activates on 3rd and 4th downs and only +2% on speed and agility only. Streak +5% on all good attributes.

But in some positions a bad streaky is worse, like QB?

Even with streaky at 15 you should expect to have bad days 3 - 4 times a season. If you haven't seen any bad days, perhaps you can't tell a difference?

I can easily tell when my dot has a bad day vs a good day. Streaky is the bomb

At positions where there are multiple players like DL, WR, OL, etc. it's vital to use streaky. The chance that a bunch of players have bad games simultaneously is pretty low and the bonus is too big to ignore.

80+% of the times of good streak doesn't mean a bad streak HAS to happen the other 20% of the time, please re-learn about statistics. Each time is independent of the other, and yes I can tell when my player is boosted or not, it's not that hard to figure it out.
If something is likely to happen 80% of the time each day, it is very possible and highly likely that all 16 games you're on a Good streak.

okay....but statistically you would expect that you would be good streaky on 12 or 13 and bad streaky on 3 or 4.
