It would probably take a couple of seasons to implement. I think a lot of it has to do with he is losing a ton of money from pee wees. I did the math last night and he is losing 1,375 players without custom in Gold right now. This is supposed to be 32 teams fully customed etc. That's pretty big in terms of money, considering each season is over a month long.
