Please tell me the 89 speed is before equipment?

A bit light on strength and tackling.

A YAC WR or a power back running pitches will break you up.

is this a current CB? or a new archetype CB?

if the former, the primaries look good, but as naraic said, str and tkl are low. that is partially fixed by sure tackler VA, but it is still helpful to have strength as it influences the PD roll when both the WR and CB are able to interact with the ball at the same time. but with primaries that high, i would be pressed to say its a pretty good build.

if the later, its pretty terrible.

which initial custom SA should i pick for new man specialist?

it doesnt really matter. there really arent a ton of good options for a man CB. wrap up tackle is a solid choice, but chnaces are is that you'll probably never drop a single point into the extra SA.

I might go for diving tackle but I'd still be unlikely to invest much in it. 2SP is all I'd spend in it probably.
