Anyone have a clue what the settings should be? I am getting tired of seeing throw aways when the Scrambling QB has an open field to run.

It will come down a lot to the coordinators tactics, but obviously set tactics to scramble often, and perhaps if he's throwing away a lot set your throw-away tactics to aggressive.
I'm not sure how muche ffect those tactics actually have though, as my pocket QB is set to Conservative on throwaway, and Scramble often, and he never scrambles and I don't think I've seen him actually throw one away yet

The scrambling logic doesn't work very well in GLB right now. I had a scrambling QB from seasons 4-15 and saw him take off less than 5 times ever.

certain pass plays, the QB is more likely to roll out.
you should be able to identify them more or less with a few minutes watching replays.
when the QB rolls out, there is a greater chance he will run.
also, as was stated, setting the tactics to scramble often, and rarely throw away helps some also.
he still won't scramble much...
doing this will bring about more scrambles, but still sometimes you will throw
when there is a ton of open field and the receiver is not that open-
but sometimes everyone pulls a brett farve i guess...
of course, you can add called QB rushing plays into the mix,
and tho it won't give you a run/pass option, they can be quite effective
with QBs that can throw and run.
