I read somwhere that it gives a minor bonus to breaking 1 on 1 blocks and a larger bonus to breaking 2 on 1 blocks.

unfortunately bort has both said it works on 1 on 1 blocks and that it does not work on 1 on 1 blocks...

It specifically says that it works on 1 on 2 blocks, so I would go with that..
