i have a combo back who's build more like a elusive onebut i want to stay in this archetype for the future...
so are you thinking the best for him is to cap agility or carrying first?
i don't know what to do i've 20SP to spend but i don't want to make a mistake.
please help

Agility first. Carrying is very important too, but it doesn't need to be quite as insanely high like agility does, so it's important to get a head start on it with the earlier cap. Something else to consider is you can compensate this difference in carrying later in your career with the "Steady Grip" VA, giving a +0.5% bonus as opposed to Quick only giving a +0.3% bonus. I'd only recommend that VA though when you're out of all other options, but just some food for thought.
