Which would be better - Speed to 4th or 5th cap or vision to 3rd or 4th cap?

I still have not started on SA's, so when is the last level before I start those as well?

Vision to 3rd cap (actually about 65 is usually good)
Then work on SAs after confidence and stamina are 1st capped.
Then once SAs are where you want finish up with more speed.
