Whenever the OT has less than 100 agility, yes.

To the OP: Not a very efficient build but seems to do alright against tier 2 competition. Your SA and VAs are strong and that helps make up for marginal fundamentals.

My only regret is I pushed spd too high. Should of alloted those valuable points to Agility, Strength, and elsewhere.
