My other CB/returner is 6'3 200lbs and has been doing one hell of a job. Then I was thinking that if he was shorter and lighter then he might be even better.

I decide to build another returner and he is 5'10 180lbs. Would this height and weight be more ideal then the one above?

yes. min/min is ideal. unless you really focus on breaking tackles (which form my knowledge is pretty hard to do at the top levels. its almost better to go all speed and get the few extra yards that come with the speed), then min/min is going to be the best as it will allow for a higher top speed and faster acceleration.
