im doing this for my returner:

speed to 80 cap
agility to 77 cap
carrying to 68 cap
strength to 68 cap
vision to 60 cap
stamina to 48 cap
confidence to 48 cap
SAs: FS, QC, Spin
any extra SPs in stamina.

you also might start looking for maybe 2 pieces of AE to bring along. like - head fake, juke, superior vision.
