Warrior General Games

Is that something to be happy about or is it supposed to be higher for a lvl 8 because I looked around my lold-league and everyone else has a 36 Rushing Bar. Plus I haven't even upgraded to the lvl 8 EQ. Should I continue with this build?

it basically means that you have put a lot of SP into speed and agility

Yikes, you definitely want to get speed to 77 or 80 before you put points anywhere else. Then take agility to 77, carrying to 77, etc.
