better off with a plain +5% bb chance piece at this point

possibly but having a +2 speed is still fairly good and would save him 10-20 BTs if he was going to upgrade a pure %bb equipment.....plus he has to find it first which now cost a few BTs (if not more).

definitely a good piece for a pass rushing DE.

I also just bought a +3 AGI, +1 Shed Block. Must've been my lucky day.
