I would have gone Strength/Throwing first , strength to 71-73 , then Throwing/Vision , throwing to 71-73 , then Vision/Confidence , Stamina/Confidence.
By the time your guy gets to where he'll actually be a level worth throwing he should be good. Most people like Throwing/Vision first but i've been on a few teams were that wasn't the case and the QB's did fine. Maybe not the advice you were looking for or hell maybe not even what most would do.
