training strength and jumping while putting SP into strength till 48 cap
then getting vision to 61 cap, then strength to 61
after planning on getting all these 3 attributes to 68 cap
is that a good build plan?

No, not for a technician. Vision all the way before strength. You need to build to your Archetype, not away from it.
And TBH, 61 confidence is not enough for a kicker. You need to get that to 75 before working vision.

Strength doesn't have much effect on FGs under 40 yards.
But that's beside the point. You picked a technician AT. That means that your Level gains are in Kicking, COnfidence and vision. If you waste time putting SP into strength it will hurt your build immensely down the road.
So, sure you can put SP into strength, and be a bit better now. But your endgame build will suffer for it.

At the higher levels I believe it does, yes, and it helps make sure you don't shank the game winner when you do get the opportunity.

I couldn't tell you anymore with this season's nerf. My Level 38 Kicker was near perfect from 40-49 the last 2 seasons, now he's 7-of-12. My Pee Wee Kicker is 0-of-9.
I'd say keep it to no more than, maybe, 42.
