only thing I can think of is too close to endzone to punt, but if thats the case why not attempt a FG?

and yes I did read the pbp

Probably decided the K isn't strong enough to make the FG and the sim doesn't allow for punts inside the 30.

I'm unsure why you would expect the team to punt from the opponent's 24 & 19 yard lines.
