Here is my linebacker, but my effective level is 4 points low that value.
Can someone help?

because you haven't taken anything to a particularly high cap and have been late to soft cap a lot of attributes. you also have high throwing, kicking, and carrying which takes away from your ability to work on the useful attributes.

mcfadden can correct me if i'm wrong but i believe SAs dont count towards your bars or effective levels and youve spent a lot of early points on SAs.

SA's do count - but they don't gain value like base attributes.

Focus on getting the best value out of your base attributes by cap building and maximizing training to increase effective level.
