I've heard there are diminishing returns on high SA's

Right now I have 2 pieces of AEQ with +5 Shed blocks

Recently rolled a +2% BB +3 vision piece. which is better?

+2 stamina, +8 speed, +5 Shed Blocks SA (19 shed blocks when equipped)
+3 vision, +8 speed, +18% break block (14 shed blocks when equipped)

The diminishing returns start when you get higher than 10. Bort says above 12-13 it's stupid to keep investing more.

Diminishing returns != no returns, do we have a graph of this or do we just have to take Bort's word for it?

Hawzy come on this is GLB we're talking about. ofcourse it's only bort's imperfect subjective word we have to take for granted.

tbh that's because the SP points are so high to move it up one. Kinda like raising an attribute from 90 --> 91 with SPs.

that being said, I would think the BB% would add more positive than the SB at 19.

I would definitely add the %BB piece.

Bort has said in the past that SB adds a flat value to your BB score while the %BB is obviously a function of your current ability to break blocks. IMO the value from 18% would be more than the value of 4 in SB, especially when you're considering taking SB from 14->19.
