I have a LVL 12 ROLB, His speed is at 38.75. I have 10SP waiting. Do I use them now to get to the 48 cap? Or do I wait until I am at 47 and use them to push over the 48 cap? Thanks

You'll probably want to retire him and start over with the new archetype system in place next season. LBs currently have horrible auto level gains and they will be better next season if you start over.
If you plan on keeping him anyway, then yes you will want to cap speed right now.
