Does anyone know if the best time to boost (level + experience) to hit level 13 is listed anywhere here?

It's not.
If your only goal is to maximize level, the day to boost is day 40 (after you squeeze all the XP you can out of the season). Most people, however, boost at the start of the playoffs so they can get most of the season's XP (and all of the game XP), but still have boosted players for playoff games.

Basic math aside after about level 7 or so, exp slows down a bit. You could pretty easily boost right about now and still hit 13 about playoff time, but that being said better to wait obviously.

Boost right before the playoffs and you will most likely be level 13, if you wait till day 40 then you will probably be level 14 for season 15.
