QC prolly best hands down. All others are either overrated or underrated.

I'd say Quick Cut then followed closely by First Step.

Route running, sticky hands, first step and either high agility or high quick cut should be the bare minimum SA investment for a WR by career finality.
That being said, the most effective is probably route running in my experience. It doesn't matter how much agility or speed you have you will definitely see a difference in mobility prior to the catch by raising it.

it really depends on your build and how the OC uses your WR.

I would wait until at least lvl 40 to start adding SA's. What type of receiver do you envision him being?

I have no clue whatsoever. I'm keeping him as middle of the pack as possible. I'm envisioning a weird build where I take some points away from agility and add it to jump, a "Randy Moss-ish" kind of deal

Randy Moss? He's pretty much straight up speed.
