Just curious because most CB's and WR's build speed and agility up and I wanted to test how well catching would work in 14 and 22 cap leagues...

Yes. There's always an out of position penalty no matter what position it is.

No one knows except for Bort. Position switches that make sense generally have a small out of position penalty (5-10%).

If the WR is good enough, he can play it, but I wouldn't put him in at higher than CB4. I had to do that with one of my WRs several seasons ago. It wasn't horrible and he got a few PDs and sacks, but he wasn't lights out by far.
