I have just created 2 players and I am wondering if I can join a d league team for the end of this season and still be eligible for pee wee leagues next season?

Exactly, player has to have 0 XP on day of signing.

Depends on how you want to use them. If you want to build them for one season and be done with them, the best day to build is day 40. If you want to use these players for future seasons AND want them to bring over max cash, you need to build on day -X of next season (whatever the first day of the next season is going to be called).

Sign them to a d-league team in the playoffs and have fun for a couple games.

Then after the season retire them and create some players for PeeWee next year. This way you have something to do for the next week.
