Has it been stated by Bort whether the Bull Rusher VA benefits a defender only if he is stronger than his blocker? The way the VA is worded suggests it's of no benefit to even a strong defender if he is not stronger than his blocker and may do more harm than good.

How does the blocker's strength factor into the equation though? It would be more clear if, as you said, the description was "adds 1% to your strength total" in break block rolls.

That would be more clear but just thinking of it like that, it's a bonus to your players strength in break block rolls.

as stated before it's a %bonus increasing the effect of your strength on break block rolls. Bort has also stated that it does not lessen the effect of agility on breaking blocks...
Basically it is a boost to your break blocking capabilities. The amount it helps is dependent on your strength though.

Does Bull Rusher still work when set to Combo mode? Will Bull Rusher and Technique Man both fire depending on the random rush mode selected by combo?

It does not affect the blocker in any way.
It does not make your agility any less effective.
It only increases the effect your strength has on the break block roll.

You're confusing it with pocket crusher, that's the one that requires power pass rushing. In fact, if you're on evasive, you can have both technique man _AND_ bull rusher active at the same time.
