First Step and Change Direction don't increase your max speed. They let you get to top speed quicker and let you conserve speed better when making cuts but they don't actually make him faster. It only works before the catch, but Route Running does slightly increase top speed. If top-end speed is your goal, it certainly can't hurt, especially if you play #3 a lot and can get Slot Machine.

Technically First Step was actually changed to temporarily increase max speed for a few ticks after it activates. Players with very high agility were already accelerating about as fast as normally possible and were upset when they found out they couldn't get a benefit from lots of First Step so Bort added that feature as a compromise, but the duration is brief and First Step only activates from a dead stop (or very, very close to it) like before the snap.
