Should I keep my SV piece or trade it in for a +2 agility, +5% INT chance? I have 2 SV's by the way.

i would keep it. you should ultimately look for a SDC piece, but i would keep both SV pieces in the mean time. the +2 agl, +5% INT is nice, but i think SV is better.

Tough to say. I'd have to see build. But if you have 2 pieces in Super Vision that is a nice luxury so keep them for now. You should probably buy the Agility/Intercept piece for now and keep shopping. Like Worker3 said a piece of SDC would be great long term.

starting out is it beneficial to have both PD% as one piece and a INT% chance as a second piece? Would they counter each other?

The +% pieces add to your base score, which is determined by your attributes and SAs. For example, let's say you have a PD score of 40 from your attributes, then SB and SDC add another 10, giving you a 50 base PD score. If you have +20% to PD chance, that would make your score 60. This is huge for players with already high scores because it can raise your score to abusive levels. However, it also means that those with low scores (i.e. new/younger players) will see little to no benefit to having a +% chance piece. Raising a base 10 PD score to 11 through a +10% to PD chance piece doesn't do much at all, whereas getting +2 to SDC or SV will cause your CB to have improved play. It's also one of the reasons why most people are against +intercept/catch % pieces. Those scores are already so low for CBs that the added % chance likely does very little.
