I have: Superior Brown Doo Rag [convert] +1 confidence, +8 throwing, Pass quality +19% and Superior Green Gloves [convert] +3 strength, +4 throwing, Pass quality +10%
For +29% to Quality. My completion % went up 8% form the season before. Int's were about the same.
I have 1 piece and when I switched it over my completion % went up over 10% and I also went from AA to AAA and next 2 seasons PL. I did move to a better team though, but the high competition should balance that out. I'm firm believer in pass quality pieces.

"Increases the bonus to pass quality" is even in the description of Tight Spiral so it shouldn't really be a mystery.
If he is saying that +4 Tight Spiral AEQ would be better than +15% or 17% Pass Quality if you are spending 48 tokens to upgrade, then that is debatable and could depend on how close to 10 your Tight Spiral already is.
Personally, I doubt the difference is noticeable for most players. If I had to choose between a piece with Tight Spiral or a piece with a decent Pass Quality bonus, I'd take the piece with the attribute bonus I liked best. Either way, you can't really go wrong since pass quality is kind of the point behind most pure pocket passers.
As for the OP suggesting that pass quality isn't necessary, what are the alternatives?
You could try Pump Fake/Fake Chance % or Field General AEQ I guess, but Field General doesn't seem to help with the morale spirals that can plague receivers lacking confidence. Pump Fakes doesn't work nearly as often as it used to, but it can kill a defense when it does. I'd like to see a QB with a lot of Pump Fake and some +Fake Chance AEQ to see how often they can freeze good DBs and let their WR get wide open. Still, even with a lot of Pump Fake, you'd probably want to spend some SP in Tight Spiral since you aren't going to get any ranks of it or +pass quality from your AEQ. Pump fakes only work on a small fraction of total passes, pass quality works on them all.
From what I've seen, tight spiral/+% pass quality doesn't help completion percentage much (that is mostly dependent on the O-line and WRs not on the QB)...however, it appears to really help decrease INTs...at least that is what I have observed from my 1 QB
