My player is the returner. Is this a stamina issue?

I see nothing wrong. If you're running on super elusive, you should probably convert to anywhere from 0 to +50 considering your attributes.
Hopefully you have some SP saved. Since you already single capped speed, I suggest you take it to 68 and expand on a combo, elusive or speedster build.
If you don't have any SP saved you should probably read up on slow building and retire and build a new back at the end of the season.

why he does it, probably a failed vision or agility check.

just have to get used to your player doing dumb crap during their early career. it's easier if you pretend the first seasons are pop warner games

I belive it is a Vision Issue actually.
I used to have the same problem until I got Vision up.

Only after agility, carrying and speed. You can run blind for a little while, but later on you'll have all the attributes once you get your specks fixed. Wait with vision.

someone has a cut off lane on him so he turns to address it. His quick cut/agility isn't very high and this slows him down. He gets caught from behind.

thats how I usually justify it.
