Is it worth getting the 2-3 sp out of quick and trackstar? If not where should I dump points into first for a elusive build?

i wouldn't bother with quick or trackstart.
i'd go with slippery, scat back or quick feet (though you may not have the SA's for that yet.)

My oldest HB is lvl 37 so I'm not real good at va's but everyone says quick feet is the way to go.
