What's the verdict on how much JTS/Vision a pass rushing DT needs?

15 JTS and at least 61 vision, but I wouldn't try to get vision that high until late 50's since other things need to be brought up first.

Just a little FYI, Gary has had 5th capped Str+Spd (plus well over 80 Agi) since he's level 42 or so. Actually working on 3rd capping vision right now tbh.

I'd start with about 3 JtS and soft capped vision around level 40 or 45. Then around 55 or 60 second cap vision and raise JtS until you're satisfied.
