Any input would be nice. Of course if I can break tackles but never get open, that will be a problem.

Carrying+spin and capped strength maybe more. It wouldn't be hard to get
Speed:90+ (with eq)
agilty:75+
carrying:68
Strength:60
Catching:60
And get aeq for spin. Only invest in fs for an SA and maybe RR
Biggest thing as always is to make sure your OC knows how to use you.

When building this kind of WR I would recommend capping carrying & confidence before you put SP anywhere else. They are minors, but in terms of what you need for this build, consider them majors. They get the same points per level up as the TE majors do, so it's more than worth it to just 2nd cap carrying and 1st cap confidence and then forget about them while auto-levels take them up above the next cap.

It's not that it's that good but it's the best tackle breaker for wide outs. If you went more strength then lower the shoulder. But stiff arm is a good alternative.

IMO, stay away from the non-natural SA's like Stiff Arm as you're not likely to get them high enough to help much unless you find 2 of them (which is a high investment for something that you can do without them).
