100? You could still make a balanced WR with 100 speed.
85-90 is about the minimum still imo.

personally i dont think so, all depends on how well they are built also. if you plan well for a burner he can still have well rounded other stats and blazing speed, you just have to be willing to wait a few extra seasons for your build to peak.
