I have two peices of special gear both a pair of shoes. Ones is fake chance the other is first step. Which one should i invest in?

depends on your build plan.

I like to get AEQ in something you can't raise with SP, or shit that is really expensive to raise with SP. Fake Chance +5%s are fairly common so don't settle for anything less.
Also have experimented with 11 and 16 first step, and really didn't see a difference.

get the FS, you may never see it rolled again for your WR, you will see plenty of Fake chance pieces along the way
