The first one.

the first piece is fairly rare, a 5% & 3% together is not particularly common, if you are a little lucky you may find a TV piece with another bonus.

That is money! Don't pass on the first one.

How many pieces of AE should I aim to have by level 36?

I say you always aim to have two pieces of AE and just keep them upgraded. I think it's possible to maybe have three pieces fully upgraded by the time you retire but I don't really think it's worth it.
