OK, was thinking something similar, use the next level to soft cap Speed, then work on Agility until it soft caps, but then what to do? You said pick either speed, strength, or agility and 3rd cap it. I am leaning towards speed since it's so universal. Does this sound like a solid plan? The team I am on mainly uses a 3-4 and I usually play the LILB spot.
IMO, if you are building him as a MLB/LILB get agility to the +2. Then get both strength and agility to the +4. You'll need more agility than top end speed on the inside.
I would also put your equipment into agility and or strength.
Agility is acceleration, but also other things related to turning which have a bigger impact than people realize. With high agility, even if blocked or faked, you can still make tackles. It also affects pass deflections and making (versus missing) tackles.

So wouldn't a high agility with a medium speed be more effective on a LB than high speed and medium agility?
Not necessarily. Speed affects how fast you are able to move and also acceleration, in that with low speed you still aren't moving fast even at 80% of max speed, compared to 70% speed of a higher number.
linebackers imo perform best when speed and agility don't have a great disparity. for a MLB, 90/90 would be good, for OLB, 100/85 would work. for a DB, you could be successful with a higher disparity, in some part because there are SAs that make up for that disparity when playing in space (ie change direction).
