My CB is level 28, has 70 speed/70 agility, 61 vision, 40 jumping. At what point is it time to start putting some points into the Shutdown Corner tree?

Go for 3rd capped vision first (and first capped jumping). Pushing speed/agility to 4th cap is a matter of personal preference, but 3rd cap vision and 1st cap jumping are pretty valuable.

what is first capping and third capping? I don't think I fully understand this term.

First cap means the skill changes from being 1 sp to 2 sp to upgrade.

Third cap means the same except its 3 sp to 4 sp.

SA's have value if you choose the right one or two to compliment your build. You should have a well-defined build before you spend on SA's. So generally speaking this means waiting until around level 40. It depends on your position and build. And even at that point you shouldn't go crazy. Hopefully at that point you have a couple pieces of good Advanced Equipment that will help with the SA's.

For most positions you can have a very good player without ever spending on SA's - as long as you built well all along.

when does this capping begin? I haven't noticed this yet? Is this later into the 25-35 level range?

You want to cap as soon as you possibly can to take advantage of leveling gains.
