suggestion from my side: run a medium pass to WR1 the whole game (QB on lofty) and have the defense cover flat zone strong. All the defense.

FG block the entire game, I would think, or just blitz the entire D from a goalline formation. Offense, 5 wide streaks or a WR screen. And yes, shift the line.
