is there much of an OOP decrease for FBs playing HB? and is it even worth it to play a FB at HB?

There wasn't much of a penalty back in S9 when I played HB, but I believe Bort tweaked the OOPs fairly recently. People were complaining about fumbles in the wildcat this or last season, I don't know if it affected HB/FB though.

Shull's rusher gets played at HB from time to time, still. Looks fine to me.
Basically, a FB is a capable power back from the HB spot if you don't have one. But I still say you're better rushing a HB at HB if you can.

Nacho does...Impractical hasn't this season.
I haven't noticed a big difference this season compared to others....and never really noticed a difference in past seasons. Nacho's been playing in Minors, though, so I'm not sure if higher leagues makes a difference.
The way I figure it is if the FB brings a significantly different dimension to the HB position, it's nice to utilize that option. If you've got roughly the same builds, the HB is obviously better.

A power running FB can be better than a power running HB, even if they have relatively identical builds... no HB can reach 250lbs, which is a considerable advantage when it comes to breaking tackles. The only reason to run a HB over a FB, in the HB role, is the OOP... but dollars to doughnuts, the FB can be a better power runner.

For my receiving FB, the main difference seems to come in the form of more balls knocked loose or fumbled when he is in at HB. Other than that it seems to work OK, at least in moderation.
