Your a high level player in a low level league, you should have a lot of targets.

Somewhat true. Almost every opposing team has players in the secondary of equal or greater level. But if you want to look at it another way, Wendall McFlappers is a receiver of 60+ level who has more targets, receptions, yards and TDs, but is lacking in the success ratio.
You can denigrate all you want on the player, but the competition exists.
