Would you recommend it for an elusive back with 60 STR? Would it proc? How efficient would it be?

It could proc. I'd rather have spin as an elusive back.

I think stiff arm could work, but just like Riggs I like spin better.

Ever seen your HB 'ghost' right past a defender making that defender seemingly pause for a moment (without his dot shrinking or blinking) and no broken tackle showing up? That's Stiff Arm (avoiding a tackle).

For an elusive HB with decent strength Stiff Arm is better than Spin. Read the SA descriptions; The Spin SA is only good if and when it activates. Stiff Arm is good when it activates and it helps you generally avoid tackles in situations such as the one I described above.

that's actually an interesting theory vis, but bort definitely didn't confirm the theory in that thread. he just said that it was a stiff arm...

I'm pretty sure "spinning successfully" in this wording means successfully activates spin, whether it works or not, exactly like stiff arm's wording.

+% activation chance, +% potency of bonus for each level on both

Which is why IMO either get them high or don't bother.
